Phishing is where someone creates email pretending to be from Paypal that tries to get you to reveal account information. In addition they have created an website that imitates PayPal and they hope you will put your full account and password information into it to log in, which they will then use that information to access your Paypal account to steal from you.
You should contact Paypal by phone AND certified mail (put all necessary information in the written letter) and notify them someone is trying to hack into your account. Do not use email.
Notify your bank too, by certified mail, that strange things are going on with your Paypal account. Perhaps you can open another account for your necessary banking activities and freeze the account that is used for Paypal transactions while an investigation is ongoing.
Meanwhile, it is possible that malware has gotten onto your computer and has been messing with the certificates, and someone is trying to steal information from you. A phony (phishing) website pretending to be Paypal will not have the proper certificates - probably no certificates at all - and that is what you are seeing when you go to paypal.com

They are scamming you and phishing means that they want to get your name birthday; social security and all that so they can make an ID using your name and everything about you.They can do lots of harm so let them keep the 1.75 ..Be careful as there are lots of scandalous people trying to make a fast buck..Get some good anti virus protection too if you have none already.
Just don;t give out PayPal password, only using your password in https://www.paypal.com without giving out your pass, your account is safe, don't be worry. Otherwise if you have giving out the PayPal pass then login to check the email address and change the password.
